History of China’s Bar Examinations The 1980 Provisional Regulations of Lawyers of the People’s Republic of China was passed at the 15th meeting of the Standing Committee of the Fifth National People’s Congress. Article 9 of the Act stipulates that "obtaining a lawyer’s qualification shall be examined and approved by the Judicial Department (Bureau) of a province, autonomous region or municipality directly under the Central Government, a lawyer’s certificate shall be issued and the case reported to the Ministry of Justice of the People’s Republic of China for record.
