自从2008年12月18日,胡锦涛同志在纪念中国共产党十一届三中全会召开30周年大会上提出“不折腾”以来,“不折腾”一词引发社会的普遍关注。在党内,最早提出“不折腾”这个命题的人是陈云和李先念;在党和国家领导工作中,最早实践“不折腾”思想的是陈云。陈云在20世纪50年代中期、60年代初探索中国社会主义建设道路过程中,以及在领导国民经济调整过程中,不仅进行了具体的组织领导工作,而且随着调整的逐步深入,在冷静分析形势和总结经验的基础上,提出了许多正确的思想理论观点。这些观点对后来明确提出“不折腾”思想提供了基础。
