产权理论有关产权性质的讨论有两点对于土地权利问题的认识是具有解释力的,即产权需要得到正式制度的界定和保障,反过来产权权能自发的拓展和转化引起的行为方式的改变又会推进正式制度的不同层次的变化。成都土地制度改革在遵循产权规律的指导下取得了阶段性的成果,许多有益的实践经验对于解决不同形态的围绕农村集体土地产生的问题具有启发意义。“小产权房”这一社会难题亦可在探索农地产权改革的可行途径中得到解决。
