《独立学院设置与管理办法》(教育部令第26号)颁布实施,厘清了多年来一直困扰办学者的一系列理论与实践问题,使得独立学院的发展迈入了一个新的历史阶段。但是新建独立学院如何按照教育部第26号令实行新的机制、模式、管理体制办学,各地办学者做了很多的尝试,实施了众多富有成效的管理举措。本文就2010年5月南京林业大学与淮安市政府共建南京林业大学南方学院淮安校区实践,谈谈独立、安全、规范、高效的财务管理模式创建经验和体会。
