执政伦理是政党执掌国家权力时必须遵循的伦理规范,它对于提升执政党的执政能力建设具有重要作用。本文在对执政伦理、执政能力等概念分析的基础上,以特定的价值判断标准为定位,对构成执政伦理的三个维度即执政理念、执政规范、执政行为对提升执政能力的作用进行剖析,并围绕当前影响党执政能力提升的因素进行探讨,通过确立“执政为民、立党为公”的先进执政理念,推进执政制度的完善,塑造和规范各个层面执政主体的伦理责任,提升执政党的执政能力。
The ruling ethic is the ethical norm to be followed when the party takes charge of the state power. It plays an important role in enhancing the governing power of the ruling party. On the basis of the conceptual analysis of the ruling ethics and ruling ability, this article takes the specific value judging criteria as the orientation and analyzes the three dimensions which form the ruling ethics, namely, the ruling idea, the ruling standard and the ruling behavior to enhance the ruling ability. In addition, the paper discusses the current factors that affect the improvement of the party’s ability to govern. By establishing an advanced concept of “governing for the people and building the party for the sake of the people,” promoting the improvement of the governing system, shaping and standardizing the ethical responsibilities of the governing parties at all levels, The ruling party’s ability to govern.
