1990年10月,当第六届中日河工坝工会议中方代表团从东京到德岛参观时,适值日本最高的橡胶坝——角濑堰建成并投入运用。角濑堰橡胶坝位于日本四国地方的饭尾川与吉野川交汇河口上游1.5km处,兴建目的是为了提高饭尾川中游流域的治水安全度,即在汛期有效地向吉野川排放120m~3/s流量,确保饭尾川沿岸农田灌溉用水,阻止潮水涌入吉野川等。
In October 1990, when the Chinese delegation from the sixth China-Japan Riverside Dam Conference toured Tokyo to Tokushima, the Japan’s highest rubber dam, Kokase weir, was built and put into operation. The Kokase weir rubber dam is located 1.5km upstream from the junction of Imihodate and Yoshinogawa in the Shikoku region of Japan for the purpose of improving flood control safety in the Iriumetsu basin and effectively discharging 120m 3 / s of flow to the Yoshinocho River in flood season, Ensuring farmland irrigation water along Iwatsuki River and stopping the influx of water into Yoshinogawa.
