自主创新被提到国家战略的高度,不过当前我国的创新状况却不尽人意。创新须有需求推动,传统体制的计划需求,只能推动有限创新;市场经济的需求,为创新提供了无限动力。当前我国强大的市场需求,之所以还没有激发出巨大的创新激情,原因在于市场经济体制的不完善,特别是改革不到位所造成的传统体制影响与痕迹的大量存在。大批国有企业作为市场经济基础的主体地位没有完全确立,地方政府在经济上的短期行为,都是创新的巨大阻力。创新需要市场经济的良好环境,从而,改革已成为当前推动全社会创新的关键所在。
Independent innovation was mentioned at the height of the national strategy, but the current state of innovation in our country is not satisfactory. Innovation needs to be driven by demand. The planned demand of the traditional system can only promote limited innovation. The demand of a market economy has provided unlimited impetus to innovation. At present, the reason why the powerful market demand in our country has not yet stimulated a great passion for innovation lies in the imperfection of the market economic system, especially the massive influence of traditional institutions and traces caused by the inadequate reform. The dominant position of a large number of state-owned enterprises as the foundation of the market economy is not completely established. The short-term economic performance of local governments is a huge obstacle to innovation. Innovation needs a good environment for a market economy. Therefore, the reform has become the key to promoting innovation in the entire society.
