近年来,某些县委书记恣意妄为、目无法纪,乃至因腐败而锒铛入狱,早已是不争的事实。为什么县委书记这一群体容易成为滋生腐败的“高危人群”呢?笔者认为,不外乎以下几个原因。

Why the county party secretary of this group easily become breeding corruption “high-risk groups”? I think, nothing more than the following reasons.
