胜利海洋钻井运输公司(以下简称运输公司)是为中国石化集团胜利海洋钻井公司(以下简称公司)提供生产指挥用车、物资运输、平台倒班及公司通勤用车的后勤辅助单位。随着胜利海洋钻井公司不断发展,尤其是公司开拓外部市场力度的加大,运输公司之前管理的车辆不能满足公司生产的需求,为提供安全、高效、优质的车辆运输服务,公司将胜利海洋钻井海兴公司(以下简称海兴公司)所管理车辆纳入运输公司统一管理——即车辆管理一体化。这样一来,设备数量及类型、管理方式、驾驶人员的数量都发生了较大变化,即运输公司的设备资源、人力资源不断扩大。如何对设备及人力资源进行合理分配,发挥其最佳效能,是我们面临的一项主要任务。车辆“一体化”管理为车辆有效调度,提高经济运行质量提供了解决之道。
Victory Ocean Drilling & Transport Company (hereinafter referred to as Transport Company) is a logistics support unit for the production of command vehicles, material transport, platform shift and company commuter vehicles for Sinopec Shengli Marine Drilling Company (hereinafter referred to as the Company). With the continuous development of Shengli Marine Drilling Company, especially the company’s efforts to open up the external market, the transportation company’s former management vehicles can not meet the needs of the company’s production. In order to provide safe, efficient and high-quality vehicle transportation services, Haixing Company (hereinafter referred to as Haixing company) managed vehicles into the unified management of transport companies - that is, vehicle management integration. As a result, the number and type of equipment, management methods, the number of drivers have undergone major changes, that transport equipment and equipment resources, human resources continue to expand. How to allocate equipment and human resources rationally and to exert their best performance is one of the major tasks we face. Vehicle “integration ” management provides a solution to the effective scheduling of vehicles and improve the quality of economic operation.
