频发的群体性事件揭示出当前地方政府与社会公众互信水平较低的事实。而政府与公众的互信水平在很大程度上影响甚至决定着政府、公众的行为选择以及群体性事件的演进方向。本文首先阐述了政府与公众互信能力建设在群体性事件防治中的特殊地位,然后以张家港“12·5”群体性事件为反例,对该事件中政府和公众的心理、政府和公众的行为以及它们之间的关系做详细分析。最后,由个案分析抽象出群体性事件中的政府与公众互信能力建设的五点作用。
Frequent mass incidents reveal the fact that the current level of mutual trust between local government and the public is low. The level of mutual trust between the government and the public largely influences and even determines the government and the public’s behavior choices as well as the evolution of mass incidents. This article first expounds the special status of the mutual trustworthiness construction between the government and the public in the prevention and control of mass incidents. Then, taking the mass incidents of Zhangjiagang “12.5” as a counter-example, this article analyzes the psychological, government and public Behavior and the relationship between them to do a detailed analysis. Finally, the case analysis abstracts the five roles of the mutual trustworthiness between the government and the public in mass incidents.
