社会发展的根本动力在于生产力,生产力的提升依赖于科技创新。作为科技创新的实践者,人成为核心要素。我国拥有庞大的研究团队,这些人承担着我国现在和未来社会发展的重任。2011年全国企业、研究机构和高校共计有R&D研究人员近402万人,软科学研究者在其中占有一定的比例。根据《中国科技统计年鉴》,2009—2010年度,我国拥有软科学研究机构2408家,科技活动人员数8万多人,其中中高级职称人数近7万人,这些科技政策研究者在我国的科技政策制定过程中发挥着重要作用。
