本文主要结合目前预拌商品混凝土使用过程中出现的一些质量问题及质量争议,从预拌混凝土的概念、生产特点及主要的生产要素进行了阐述,对预拌混凝土企业与施工单位在混凝土方面的质量管理及质量责任的现状进行总结,并就混凝土在交货前后产生的质量问题从预拌混凝土企业与施工单位在对预拌混凝土认知度、质量意识和法律意识、双方在混凝土交货前后的质量控制体系、质量责任、行业部门的监管以及其他等六个方面进行原因分析,进一步从人、机、料、法、环等几个方面加强双方在混凝土交货前后的质量管理内容及采取的措施,落实双方在混凝土交货前后的质量管理的内容,并通过加强对预拌混凝土企业与施工单位双方的标准学习,明确把混凝土交货所有权发生转移作为双方质量责任的界限,再进一步通过合同条款界定双方的质量责任及取证工作,最终达到提高双方在混凝土交货前后的质量管理水平,加强各环节质量管理的责任,减少质量纠纷,提高工程实体结构的混凝土质量。
