各市、县、自治县人民政府,省政府直属各单位:为了贯彻《国务院关于进一步深化粮食流通体制改革的意见》(国发[2001]28号)精神,积极有效地推进我省粮食购销市场化改革,经省政府同意,现就我省放开今年晚造粮食收购的有关问题通知如下:一、从今年10月1日起,全省放开今年晚造粮食收购价格。各市、县粮食收购部门不再按保护价格收购粮食。二、放开今年晚造粮食收购后,国有粮食购销企业要按照“购得进、销得出、不亏损”的原则,继续收购农民的粮食。鼓励符合条件的多种所有制经济主体,参与粮食购销。其经营资格由县以上粮食行政主管部门审查,
