社会管理是人类社会必不可少的一项管理活动。创新社会管理是整个社会建设的重要组成部分。创新社会管理,要把维护公民的合法权利作为价值选择;要把多中心治理作为政治选择;要把系统化管理作为目标选择;要把主动综合管理作为方式选择;要把国际化视野管理作为时代选择。基层政府要切实转变管理理念,正确确定管理定位,有效健全管理体制机制,统筹管理手段方法,以此推动社会管理创新。
Social management is an essential management activity in human society. Innovative social management is an important part of the entire social construction. In order to innovate the social management, it is necessary to take the safeguard of the legitimate rights of citizens as a choice of value. Polycentric governance should be regarded as a political choice. Systematic management should be the target of choice. Active integrated management should be the choice of methods. select. The grass-roots government should effectively change the management concept, correctly determine the management orientation, effectively improve the management system and mechanism, and co-ordinate the management methods to promote social management innovation.
