我国已步入人口老龄化社会,人数众多的农村老年人的养老问题成为社会关注的一大重要问题。为此,国务院于2009年9月发布了《国务院关于开展新型农村养老保险试点的指导意见》,提出在全国开展新农保试点。新农保制度的确立标志着我国养老保险制度突破了城镇局限向广大农村发展,农村老年人的养老问题已被纳入到国家社会保障体系之中。新农保制度的实施也从根本上改变了农村老年人祖祖辈辈靠土地、靠儿女养老的问题。
Our country has stepped into an aging population. The pension issue of a large number of rural elderly people has become a major issue of concern to the community. To this end, the State Council promulgated the “Guiding Opinion of the State Council on Piloting New-type Rural Pension Insurance” in September 2009, proposing to pilot new programs of agricultural insurance across the country. The establishment of the new rural insurance system indicates that the pension insurance system in our country has exceeded the limits of cities and towns and has been developed into vast rural areas. The issue of providing for the elderly in the rural areas has been incorporated into the state social security system. The implementation of the new rural insurance system has fundamentally changed the issue of pension for the elderly in rural areas by their ancestors by land and by their children.
