在党中央、国务院和各上级部门有领导地组织和推动下,企业改革已全面展开,笔者认为企业改革能否搞好,决定于三个因素:党的政策、人才选拔和依靠党委的保证。党的十二届三中全会《关于经济体制改革的决定》的发表,为改革提供了最根本的条件,《决定》认为改革的中心环节是要把企业——国民经济的细胞搞活,联系到以前各地各级的简政放权,明显地为企业松了“绑”,当前企业不再是没有自主权或自主权不足,而是没有一定的时间、一定的机构、一定的专人进行研究 Under the leadership and organization of the Party Central Committee, the State Council and various higher authorities, corporate reform has been fully carried out. The author believes that whether or not enterprise reform can be done well depends on three factors: the party’s policies, the selection of talented people, and the assurances of relying on party committees. The publication of the “Decision on the Reform of the Economic System” of the Third Plenary Session of the Twelfth Central Committee of the Communist Party of China provided the most fundamental condition for the reform. The “Decision” considered that the central link of the reform is to invigorate the cells of the enterprise, the national economy. In the past, the simple decentralization of power at all levels in various regions clearly loosened the “tethering” for enterprises. Now that companies are no longer without autonomy or lack of autonomy, they do not have the time, certain institutions, and certain people to conduct research.
