在世界上现在被称为亚太地区的那一部分,最近几十年,国际关系的变化非常之大。各种壁垒正在拆除,各种界线正在泯灭,往日的敌手正在接近。在亚洲地区的各个小地区,正在进行力量的重新组合和重新分配,寻求新的伙伴和志同道合者。出现了新的地区组合。来源于日本和澳大利亚的太平洋共同体设想,不仅有了愈来愈多的支持者,而且还有了共同发起者。泛太平洋一体化(其范围比经济接近过程更广)本身正在极不平衡地、跳跃式地发展着。在亚太地区的各个小地区,正在加紧寻找合作的最佳模式和方案。
In the part of the world now known as the Asia-Pacific region, the changes in international relations have been very dramatic in recent decades. Various barriers are being demolished, all kinds of boundaries are being wiped out, rivals of the past are approaching. In various small parts of the Asian region, the reorganization and redistribution of forces are under way to find new partners and like-minded people. A new regional mix has emerged. The Pacific Community, which originated in Japan and Australia, envisions not only increasing supporters but also co-sponsors. Pan-Pacific integration, which is much broader in scope than the economy, itself is leaping unevenly and leapfrogging. In all the small areas in the Asia-Pacific region, the best modes of cooperation and programs for cooperation are being stepped up.
