在不少专家看来,跨流域调水是快速解决水资源短缺问题、促进经济发展、养育迅速增长的人口的一个良方。目前,世界上已完成的、正在计划或酝酿的跨流域调水工程有数百个,如日本的十津川-纪之川调水工程,智利的Teno-Chimbarango运河,法国的迪朗斯河计划,摩洛哥的BeriBoussa计划等。但对死海支流调水工程的调查表明,调水工程的结果并不那么乐观:它导致河水盐碱化,水和鱼的数量下降,并给当地人带来很多健康问题。世界自然基金会发布报告警告称:跨流域调水工程,或大或小,都是昂贵的、复杂的、不可持续的,往往将水问题变得更加错综复杂。
