生产者责任延伸制度要求,生产者对其产品整个生命周期,特别是回收、循环和最终处置阶段承担责任。欧盟汽车行业早已颁布法规对汽车生产者的“延伸责任”进行规定,各欧盟成员国也纷纷转化为本国法规,我国汽车行业虽然有相关法规涉及生产者延伸责任,但尚未对生产者的报废回收责任提出明确的要求和管理措施。
