新型城镇化与农村社会结构的深刻变动密切关联;新型城镇化“新”就“新”在城乡统筹及城乡一体的发展布局中,从根本上消解了传统与现代、城市与乡村的不可通融性;新型城镇化所塑造的社区类型有别于旧式城镇化所塑造的社区类型。新型城镇化的实质是社会结构、价值观念、生活方式、文化惯习的变动;其基本特征“城乡统筹、城乡一体、产城互动、节约集约、生态宜居、和谐发展”不仅体现了科学发展的时代精神,而且昭示着追求社会和谐的人类生活本质。新型城镇化的核心体现是社会关系建构而不是物质技术形态建构。新型城镇化引领的提法不尽贴切;我们应用“以新型城镇化为纽带或动力”的提法替代“用新型城镇化引领”的提法,这有利于积极稳妥地推进城镇化,更有利于在科学发展观统领下实现“四化”的同步发展。
