图书馆的风险不仅与其外部环境的不确定性有关,而且与其内部管理环境密切相关。图书馆内部风险主要来源于信息资源的采集、储存、管理、使用、计算机信息系统、新产品开发及图书馆人员7个方面,而外部风险主要由自然环境和社会环境两方面的因素造成。图书馆应按照资产清查→风险分析→估计风险造成的年损失→制定可行性方案→预测各种方案可能的年收益→实施方案6个步骤进行风险管理。同时,可以采用风险转移、避免、抑制、组合、预防等方法进行图书馆风险控制。
The risks of libraries are not only related to the uncertainty of their external environment, but also to their internal management environment. The internal risks of the library come mainly from seven aspects: the collection, storage, management, use of information resources, computer information system, new product development and library staff. The external risks are mainly caused by the factors of natural environment and social environment. Libraries should follow the asset inventory → risk analysis → estimate the annual loss caused by the risk → formulate the feasibility plan → predict the possible annual returns of the various plans → implement the program 6 steps for risk management. At the same time, we can use the method of risk transfer, avoidance, inhibition, combination and prevention to carry out the control of library risks.
