随着自然灾害在全球范围的日益频发,各国企业生存发展环境遭受了严重的冲击,存在诸多不确定因素,由于近年来我国自然灾害呈现多发趋势,国有企业也不能独善其身。国务院国资委出台了《中央企业全面风险管理指引》(国资发改革[2006]108号)文件,明确自然灾害这种纯粹风险的管控仍是中央企业全面风险管理中的一个重要内容。国有企业应加强自然灾害财务风险控制能力,增强企业竞争力,提高投资回报,促进国企真正走上科学发展和可持续发展之路。
With the increasingly frequent natural disasters around the world, the environment for the survival and development of enterprises in various countries has suffered a serious impact. There are many uncertainties. Due to the multiple natural disasters in our country in recent years, state-owned enterprises can not afford to be alone. The State-owned Assets Supervision and Administration Commission of the State Council issued the "Guidelines for Comprehensive Risk Management of Central Enterprises (State-owned Assets and Equity Reform [2006] No.108) document, clarifying that the control of such pure risks of natural disasters is still an important element in the overall risk management of central enterprises. State-owned enterprises should strengthen their ability to control financial risks of natural disasters, enhance the competitiveness of enterprises and increase the return on investment so as to promote SOEs to truly embark on the path of scientific development and sustainable development.
