近3年来,包装用纸价格的无序大幅上涨使纸包装企业陷入微利甚至亏损的局面。为帮助纸包装企业应对纸价上涨问题,2010年4～5月,上海包装技术协会纸容器包装委员会(以下简称“上海包协纸委会”)、上海辰华纸业有限公司(以下简称“辰华公司”)、中国民生银行上海外滩支行三方合作组建了上海包装用纸集中采购平台,并于2010年6月11日在上海包协纸委会召开的行业大会上宣布正式运作。其中,上海包协纸委会负责组织纸包装企业,辰华公司负责包装用纸的集中采购和销售,民生银行提供信贷融资,保证集中采购的资金来源。三方秉承“资源整合、产业联动、集中采购、利益共享”的原则,共同为纸包装企业服务。
