随着气候变暖,农业生产中的不确定性因素越来越多,导致农业生产存在很大风险。我国农业保险制度的发展,给予了农业生产更大的鼓励和支持。在农业保险制度发展中,政府发挥着极其重要的作用,但在现实情况中,政府难免产生“缺位”现象。所以,明确政府在农业保险制度发展中的角色定位,完善政府职能,对农业保险制度的发展具有重大意义。
With the warming of the climate, more and more uncertain factors in agricultural production lead to great risks in agricultural production. The development of China’s agricultural insurance system has given greater encouragement and support to agricultural production. In the development of agricultural insurance system, the government plays an extremely important role, but in reality, the government will inevitably produce “absence ” phenomenon. Therefore, to clarify the government’s role in the development of agricultural insurance system and to perfect the government functions are of great significance to the development of the agricultural insurance system.
