随着经济社会的发展和行政体制的改革,基层公务员人力资源开发的重要性日益增强。2008年我国将启动为期五年的基层公务员轮训工程,这无疑是提高基层公务员思想道德素质和公共服务能力的有力举措。由于基层地位和功能的特殊性,轮训工程的推进必然遭遇一定的阻力。除却正确认识这些阻力之外,还应采取相应的措施以消弭阻力,从而为轮训工程的推进创造良好的环境。
With the economic and social development and the reform of the administrative system, the importance of human resource development for grassroots civil servants has been increasingly enhanced. In 2008, China will launch a five-year round-robin training program for grassroots civil servants. This is undoubtedly a powerful measure to improve the ideological and moral qualities of the grassroots civil servants and their ability to provide public services. Due to the particularity of grassroots position and function, the advancement of the rotation training project will inevitably encounter some resistance. Apart from correctly understanding these resistances, corresponding measures should be taken to eliminate the resistance so as to create a favorable environment for the advancement of the rotation training project.
