近年来,随着广东省经济持续增长,降雨偏少,用电负荷增大,用电负荷需求不断达到历史新高,同时受西部严重缺煤少水导致西电减送、省内新机组投产容量不足等因素影响,全省电力供应能力严重不足,供应形势持续紧张。此外,系统备用容量长期处于临界、电网电源性缺电与结构性窝电并存的情况,大大增加了电网的调控难度。在此异常严峻的电力供应形势下,加强错峰用电管理,成为解决电力供应紧缺的重要手段。
