随着农村改革的深入，经济相对发达地区，亿元、数亿元乡镇如雨后春笋，成批涌现，而在经济欠发达地区，亿元乡镇还为数甚微，有些乡镇才处于起步阶段。从经济发展角度着，发展亿元乡镇，对振兴农村经济、改变经济落后地区面貌有着巨大的作用。然而，经济欠发达地区如何尽快地发展亿元乡镇，因各地情况不同，途径不一，形式当然是多样的。最近，我们通过对江苏省盐城市的大冈、秦南、龙冈、潘黄四个亿元镇的调查和剖析，对经济欠发达地区如何发展亿元乡镇问题，进行了一些探讨。
With the deepening of rural reform and the relatively developed areas of economy, hundreds of millions of yuan and hundreds of millions of towns and villages have mushroomed and emerged in batches. However, in economically underdeveloped areas, there are only a few hundred million towns and villages, and some towns and villages are in their infancy. From the perspective of economic development, the development of 100 million yuan of towns and villages has a tremendous role in rejuvenating the rural economy and changing the face of an economically backward region. However, how to develop 100 million yuan worth of towns and villages as soon as possible in economically underdeveloped areas is of course diversified due to the different conditions and different approaches. Recently, we conducted a survey of how to develop 100 million yuan worth of townships in economically underdeveloped areas through the investigation and analysis of the four hundred million yuan towns in Dacang, Qinnan, Longgang and Panhuang in Yancheng City, Jiangsu Province.
