我国不少地方有法不依、执法不严、违法不究的问题相当严重,官员廉洁自律已成民众最为关注的热点。部门主义、地方主义的庇护使贪污受贿以至境内外勾结行贿受贿,使国有资产流失的现象愈演愈烈。目前法制建设虽取得一定成绩,但其进展尚跟不上社会主义市场经济的发展。维护国家法制的尊严和法制统一已成当务之急,这应是从中央到地方,官与民的共识,本刊发表该文,其要旨即是如此。 In many parts of our country, the law is not followed, the law enforcement is not strict, and the problem of breaking the law is rather serious. Official honesty and self-discipline have become the hot spots that people are most concerned about. Decades of sectarianism and localism make corruption and bribery colluding with bribes both at home and abroad, resulting in a drastic increase in the loss of state assets. Although the current legal system has achieved some success, its progress can not keep up with the development of the socialist market economy. Maintaining the dignity and the unification of the legal system of the state legal system has become a top priority. This should be a consensus reached from the central government to local governments, officials and the people. This is the essence of this article.
