文化治理是国家治理能力现代化的重要部分。本篇论文着眼于中国特大城市的文化治理现状,从成都的实践出发,就“新常态”背景下地方政府改革发展中文化治理体系的完善,和文化治理能力的增强进行了思考,并提出了发展的策略。
