祁连山脉是位于我国青海省东北部与甘肃省西部边境的巨大山系。祁连山北麓地跨甘肃河西走廊武威、金昌、张掖、嘉峪关、酒泉5市10县(区),东西长800公里,南北宽200—400公里,总面积2.72万平方公里,境内2444处冰川、58万公顷天然林、445.6万公顷天然草地和70.2万公顷湿地构成了祁连山北麓水源涵养的主体和根基,涵养并孕育了我国西部黑河、石羊河、疏勒河、哈尔腾河四大水系57条大小河流,年均出山径流量72.6亿立方米,为祁连山下游地区76万公顷农田、480万人口、数百家工矿企业生存发展及内蒙古西部绿洲存亡提供了必须水源,被形象地誉为河西走廊的“生命线”、“母亲山”。近年来,受全球气候变暖、资金投入不足、综合治理措施不到位等因素的制约和影响,祁连山北麓林草植被退化,水源涵养功能下降,生态环境趋于恶化,不仅严重影响了祁连山及其周边地区经济社会的可持续发展,而且对河西走廊乃至我国西部地区的生态安全构成了一定威胁。
