台湾地区“环境教育法”体现了较高的立法水准,法律法规体系已经相对完善,在实践中取得了较好的法律效果,无论是在立法模式、立法理念还是在制度设计等方面都给大陆地区提供了积极的参考。大陆地区应在借鉴参考的基础上采用专门立法模式,制定环境教育法典;同时,进行配套立法,构建完善的环境教育法律法规体系。立法时应确立以塑造生态公民为目标的立法理念;采用以经济激励为主的立法导向;注重培育民间环境组织,增强公众参与。
