从企业实行厂长(经理)负责制的角度看,要求实行厂长任期目标制。企业实行厂长负责制,厂长权力相对加大,责任加重。厂长既是企业的法人代表,又要代表国家搞好企业的经营管理。为此,厂长自觉地制定目标,实行有效的目标管理,最能体现出厂长对自己行使职权所负担的责任和义务。从政企职责分开的改革实践看,需要实行厂长任期目标制。政企职责分开以后,企业的自主权扩大了,成为相对独立的、自主经营、自负盈亏的社会主义商品生产者和经营者。为了正确运用企业自主权,充分调动广大干部、工人的积极性,更好地进行生产和经营活动,更需要有明确的奋斗目标来激励自己前进。所以,企业的自主权越大,就越有必要实行目标责任制。
