“能效电厂”可有效提高终端用电效率,支持中国实现“十一五”节能减排目标。提出了从电价中回收成本、系统效益收费等4种财务上可行的能效电厂实施模式,并进行了比较分析;探讨了地方政策改革对支持和实施能效电厂的重要性和可行性;就国家层面如何支持能效电厂实施,从立法、资金来源、市场参与等方面提出了建议。
“Energy efficiency power plant ” can effectively improve the terminal efficiency, support China to achieve “Eleventh Five-Year” energy-saving emission reduction targets. Proposed four kinds of financial feasible implementation modes of energy efficiency power plant, including cost recovery, system benefit charge, etc., and conducted comparative analysis; discussed the importance and feasibility of local policy reform in support and implementation of energy efficiency power plant; on the national level How to support the implementation of energy efficiency power plant, put forward suggestions from aspects of legislation, sources of funds, market participation and so on.
