1914年,近代中国著名爱国实业家、重化工业的奠基人范旭东以长芦盐为原料,在塘沽设立中国第一家精盐工厂,从而走出了探索盐碱工业的第一步。经过范旭东、景本白等人的努力,中国百姓食用劣质盐的状况开始改变。久大成功后,范旭东又开始尝试用盐制碱,打通盐碱工业的产业链。永利大规模用碱工业的创办,使盐务署开始认真对待工业用盐问题,工盐免税也成为永利运营过程中始终关注的焦点。中国精盐和纯碱工业都始创于长芦盐区,而这一切都与袁世凯主政时期的善后大借款有着一定的联系。
In 1914, Fan Xudong, the famous modern Chinese patriotic industrialist and founder of the heavy chemical industry, took Changlu Salt as raw material and set up China’s first refined salt factory in Tanggu, thus getting out of the first step of exploring the industry of salt and alkali. After Fan Xudong, Jing Benbai et al efforts, Chinese people began to change the situation of poor salt consumption. After a long time big success, Fan Xudong began to try salt alkali, get through the industrial chain of saline-alkali industry. The founding of Wynn, a large-scale alkali industry, led the Salt Agency to take the issue of industrial salt seriously. The duty-exempt salt tax has also become the focus of Wynn’s operation. China’s refined salt and soda ash industry were founded in Changlu Salt District, and all this is in line with Yuan Shikai’s post-Shang Dynasty loan.
