近年来我国的矿难事故频频发生,据统计数据显示,仅在2005年全年就有7000人死于矿难。矿难频发,尤以煤矿事故居多。经事故后的调查表明,很多矿难其实是可以避免和减少的。就拿常见的瓦斯爆炸来说,按我国目前的防治能力和技术水平,只要把防范措施落实到位,瓦斯爆炸事故应该有能力避免,即或是矿难发生后被困矿工如能及时得到外界的救助并配备有高效实用的保护逃生装备,其生还率将大大提高。但不幸的是,一方面有些煤矿的防范措施漏洞百出,制度规范执行不力甚至形同虚设,由此导致安全隐患不断滋生;另一方面,是从矿工实际需要出发的人性化终极关怀意识的缺失,没有真正做到为工人的安全考虑。我国现有的矿工安全装备设计落后、技术陈旧,甚至一些中小矿主就连为矿工提供完整有效的个人保护装备都没有做到,这样必然导致矿难频发并造成人员伤亡事故(见图1)。

Unfortunately, on the one hand, some coal mine prevention measures are flawed and the system is poorly implemented and even non-existent. As a result, potential safety breaches continue to develop. On the other hand, there is a lack of humanized ultimate care awareness based on the actual needs of the miners. Truly safe for workers to consider. China’s existing miner safety equipment design is outdated, outdated technology, and even some small and medium mine owners even for the miners to provide complete and effective personal protective equipment have failed to do so will inevitably lead to frequent mining accidents and cause casualties (see Figure 1) .
