作者通过分析我国目前流动人员的现状以及基本特点,同时在分析当前我国人事档案管理中存在的诸多问题的基础上,提出了建设流动人员人事档案电子文件中心的构想,以期为流动人员人事档案当前的问题提出解决思路。
