最近,上海福卡经济预测研究所在一篇题为《开发区经营模式比较》的报告中提出,在开发区整合的过程中要有突破,首要的就是制度的突破和游戏规则的突破。从趋势上看,有50％的开发区会被整合掉,在这个过程中,会留下一些风险,现在的开发区都是政府主导型的,以向银行借贷作为启动,但很多开发区又承担了一些社会责任,银行贷款的风险就比较大。我国的开发区整合至少要在三个方面寻求新的突破:
