自2010年8月基层医药卫生体制综合改革启动以来,在区委、区政府的正确领导和省市医改办的指导下,按照医改工作的部署和要求,强化领导、精心组织、稳步推进,医改工作进展顺利,取得了良好成效.1改革进展及成效[1-7]1.1理顺基层医疗卫生机构管理体制,回归了医疗服务公益性一是整合机构.医改前我区有4家乡镇卫生院和2家分院,分散执业,自谋发展;改革后2家分院合并入所在乡镇的卫生院,4家乡镇卫生院的人、财、业务由区卫生局统一管理.二是核定人员.
