重点建设项目具体指纳入国务院、省级重点管理、县级以上人民政府审批计划和重点管理的项目,这些项目投资一般比较大、涉及面广、周期长。做好重点建设项目档案工作对于保证重点建设项目档案的完整、准确、系统和安全,保障建设项目的安全运行和有效管理具有重要意义。为此,国家和省里出台了《国家重大建设项目文件归档要求与档案整理规范》《重大建设项目档案验收办法》《山东省重点建设项目档案管理登记办法》重大项目档案等管理办法。2014年中共中央办公厅、国务院办公厅印发了关于《加强和改进新形势下档案工作的意见》,明确要求县级以上档案行政管理部门
The key construction projects specifically refer to projects that have been included in the examination and approval plans and key management projects under the State Council, key provincial-level management, and people’s governments at or above the county level. These projects generally involve relatively large investments and involve a wide range and long periods. To do a good job of archiving key construction projects is of great significance for ensuring the integrity, accuracy, system and safety of archives of key construction projects and for ensuring the safe operation and effective management of construction projects. To this end, the State and the province have promulgated the Measures for the Archives of Archives and Archives of Major National Construction Projects, the Measures for the Inspection and Acceptance of Archives of Major Construction Projects, and the archives for major projects such as the Measures for the Registration of Archives of Key Construction Projects in Shandong Province. In 2014, the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Strengthening and Improving the Archives Work in the New Situation, and clearly demanded that archives administrative departments above the county level
