2003年12月31日,浦东郊区基础教育管理体制调整资产交接协议签约仪式举行。至此,基础教育管理体制改革实现城乡二元“并轨”; 同期,《浦东新区校长聘任实施方案》和《浦东新区中小幼校(园)长聘任办法(试行)》出台,所有校长都将“就地趴下”,通过申报、考核等程序重新选择自己的位置; 2004年1月1日以来,社会发展局经常灯火通明。局里各处室工作人员的案头都摆放着一本“分季度目标推进进程表”,表中详细罗列了2004年四个季度的工作重点及目标要求。对照着每一条每一点,大家丝毫不敢懈怠。接待、谈心、筹划、起草、打印……《试行》《试行》《试行》;《讨论稿》《讨论稿》《讨论稿》,这样的文件一次次地下发到浦东新区内400多所中小学校校长手中,学习、讨论、参与、实践……浦东新区又一轮更深刻的改革正在铿锵前行。
