我国企业职工养老保险制度产生于计划经济年代。计划经济条件下的养老保险制度覆盖范围狭窄,采用高就业、低工资、高福利的“两高一低”劳动工资政策,不适应市场经济发展的需要。近几年来,我国对计划经济体制下的社会保险制度进行改革,逐步建立起适应社会主义市场经济要求的社会保险体系,然而人口老龄化对养老保险制度具有强烈冲击力的社会现象,给我们的改革提出了一道难题。因此,我们要做实个人帐户,完善现行基本养老保险制度。
The system of endowment insurance for employees of enterprises in our country originated from the planned economy.
