2001年3月12日,全国政协委员厉无畏提出,随着我国对进口石油依存度的不断提高,面临的国际风险也逐渐加大。建立石油储备,确保石油安全,已成为我国新世纪之初的当务之急。 据悉,我国目前已成为石油进口大国,去年石油进口量7 000万t,创历史新高,今年预计将达7 500~8 000万t。从我国工业化进程来看,在未来10年中对原油需求趋于旺盛而生产明显不足。据预测,从现在到2010年,我国每年约需增加原油进口1 000~1 500万t。 厉无畏委员指出,国际石油价格的变化——油价暴涨或供应中断,都将直接损害我国的能源和石化产
