面向21世纪 ,尽快提高广大中青年领导干部的素质 ,培养大批适应新世纪要求的高素质中青年领导干部 ,既是我们党的一项战略任务 ,也是我们所处时代的内在要求。要完成这一战略任务 ,实现这一时代要求 ,制度建设无疑是一个带有根本性、全局性、稳定性、长期性的主题。作者认为 ,加强和改进制度建设 ,既是按照“三个代表”要求提高中青年领导干部素质的重要保证 ,是我们党在培养中青年领导干部问题上既总结历史经验又把握社会发展大势作出的必然选择 ,也是在建立社会主义市场经济体制和社会转型中提高中青年领导干部素质的重要途径。
Facing the 21st century, it is both a strategic task of our party and an inherent requirement of our time to raise the quality of leading cadres of middle-aged and young people as soon as possible and cultivate a large number of qualified middle-aged and young leading cadres who meet the requirements of the new century. To accomplish this strategic task and fulfill the requirements of this era, institution building is undoubtedly a theme with a fundamental, overall, stable and long-term nature. The author believes that to strengthen and improve system construction is not only an important guarantee for improving the quality of middle-aged and young leading cadres in accordance with the requirements of the “Three Represents,” but also the inevitable necessity for our party in summing up the historical experience and grasping the general trend of social development in training young and middle-aged leading cadres. Choice is also an important way to improve the quality of middle-aged and young leading cadres in establishing a socialist market economy and social transformation.
