美、英、澳等发达国家的高校普遍制订了科学数据保存政策或相关条款。文章选取其中部分有代表性的政策,就科学数据的保存范围、科学数据的所有者、科学数据保存的负责者、科学数据的保存期限、科学数据的保存位置、科学数据的保存要求、超出保存期限时的处理等方面进行内容分析。建议我国科研机构将有关科学数据保存的条款纳入科学数据管理政策;在制订科学数据保存政策时应立足数据共享观念,明确各相关主体的权责,着眼实际,注重与相关政策的呼应。
Colleges and universities in the developed countries such as the United States, Britain, Australia and other countries have formulated generally the scientific data preservation policies or related provisions. The article selects some of the representative policies, which are beyond the scope of preservation of scientific data, the owner of scientific data, the responsible person of scientific data preservation, the retention period of scientific data, the preservation of scientific data and the preservation of scientific data Period of processing and other aspects of content analysis. It is suggested that China’s scientific research institutions should incorporate the articles on the preservation of scientific data into the scientific data management policies. When formulating the scientific data preservation policy, they should base their ideas on data sharing, clarify the rights and responsibilities of all relevant parties, focus on the reality and pay attention to the corresponding policies.
