目的了解中国免疫规划信息系统建设的现状,为免疫规划信息系统建设提供决策依据。方法选择江苏、浙江、广东、河北、河南、湖北、云南、陕西、甘肃9个省,于2005年6月对免疫规划管理和信息建设的组织机构、人员、设备、经费、信息建设状况等进行普查。结果疾病预防控制中心免疫规划信息管理单位不统一,东、中、西部地区预防接种门诊的形式和周期差异较大;工作人员计算机操作水平、信息设备拥有量、网络覆盖率、信息管理经费投入和信息化管理覆盖率等指标均为东部地区好于中、西部地区,省、市级好于县、乡级;仅16%的县、10%的乡实施了预防接种信息化管理,各地现有信息系统数据标准不统一,数据不共享,信息建设经费主要靠收费弥补。结论开展国家免疫规划信息系统建设需要解决与各地现有系统的数据交换问题,并充分利用现有资源;乡级卫生院防保组织应尽快配备计算机等硬件设备,加强计算机操作培训;加大信息系统建设经费投入,重点支持中、西部地区;开展国家免疫规划信息系统建设试点,以期摸索经验、完善系统,并为最终在全国推广奠定基础。
Objective To understand the status quo of the construction of China’s immunization planning information system and provide the basis for decision-making on the construction of immunization planning information system. Methods Nine provinces, including Jiangsu, Zhejiang, Guangdong, Hebei, Henan, Hubei, Yunnan, Shaanxi and Gansu provinces, were selected to carry out the immunization planning management and information construction organization, personnel, equipment, funds and information construction status in June 2005 Census. Results The immunization program information management units of CDC were not uniform. There was a big difference in the form and period of vaccination clinics in the eastern, central and western regions. The level of computer operation, information equipment ownership, network coverage, information management funding and Information management coverage and other indicators are better than the central and western regions of the central and western regions, provincial and municipal levels better than the county and township level; only 16% of counties, 10% of the township implementation of vaccination information management, all over the existing Information system data standards are not uniform, the data are not shared, information construction funds mainly rely on fees to make up. Conclusion The construction of the national immunization planning information system needs to solve the data exchange problems with the existing systems in different places and make full use of the available resources. The township health protection organizations should be equipped with computer hardware equipment as soon as possible so as to strengthen computer operation training. System investment, focusing on supporting the western region; to carry out the national immunization planning information system pilot, with a view to exploring experience, improve the system, and lay the foundation for the final promotion in the country.
