气候变化通过多种途径影响能源的生产和消费。气候变化会导致空气和水温升高、区域和季度水资源减少、风暴和洪水等极端事件发生的频率和强度升高,以及海平面上升等。为做好适应气候变化工作,针对潜在气候风险做好规划,本文初步分析了我国能源部门的气候风险及其特征,尝试提出了能源部门气候风险评估与管理体系框架,并对如何评估和管理能源部门和行业的气候风险提出了相应建议。
Climate change affects energy production and consumption in many ways. Climate change can lead to increased air and water temperatures, reduced regional and seasonal water resources, increased frequency and intensity of extreme events such as storms and floods, and sea-level rise. In order to do a good job in adapting to climate change and planning for potential climate risks, this paper analyzes the climate risk and its characteristics in China’s energy sector tentatively, and tries to put forward a frame of climate risk assessment and management system in the energy sector. It also analyzes how to evaluate and manage energy sources Department and industry climate risk put forward the corresponding recommendations.
