市场经济条件下,劳动者实现就业的落脚点,已经不再拘泥于全日制工作性质的正规单位。随着经济体制改革的深化和产业结构的调整,以非全日制、临时性和弹性工作等灵活形式就业的人员逐渐增多。没有正规单位,不等于没有工作。但有了工作,不一定能够享受医保。过去,由于医保只覆盖到有正规单位的人,灵活就业人员即便对健康保护伞十分向往,也只能隔门观望。如今,随着《关于城镇灵活就业人员参加基本医疗保险的指导意见》(简称《指导意见》)的出台,广大灵活就业人员终于可以迈进医保的门槛,将看病就医的后顾之忧抛到脑后。
Under the market economy, laborers will no longer be restricted to regular units of full-time work because of their employment status. With the deepening of economic reform and the adjustment of industrial structure, the number of people employed in such flexible forms as part-time, temporary and flexible work is gradually increasing. Without formal units does not mean that there is no work. But with work, not necessarily able to enjoy health insurance. In the past, as the coverage of medical insurance only covered those who had formal units, flexible employees could only wait and see through the door even though they were very long for health protection umbrellas. Nowadays, with the promulgation of the Guiding Opinions on Basic Medical Insurance for Flexible Employment in Cities and Towns (referred to as Guiding Opinions), the vast number of flexible employees can finally step into the threshold of medical insurance and throw away the worries of seeking medical treatment.
