食品安全问题是世界性的社会难题,食品的安全性反映着一个国家的法制健康程度.随着我国改革开放的深入,有关食品的安全事故频发,这已引起全社会、乃至全世界的关注.通过分析和借鉴美国建立食品安全保障体系的历史经验,对促进我国食品安全立法及其实践工作都有着重大的意义.我国食品安全保障体系的进一步完善不仅要明确监管部门权限和监管人员认证机制,而且需要制定具体的食品安全标准和监督程序,并完善食品召回监管体制,以此确保人民群众的食品卫生与生活安全、提升中国出口食品在世界市场上的信誉.“,”In recent years, food incidents have being occurred so frequently that attracting worldwide attention. How to ensure the safety of food and lives of ordinary people, and how to ensure the credibility of Chinese food exporting industry in the world, have become an important task of the governmental management. As we know, U.S.A has a relatively complete “plow-to-table” food security system, and accumulated rich experiences in food safety supervision system . We should learn from U.S .for our food safety legislative work.
