作为我国第一批经济特区和海峡西岸经济区的龙头城市之一,厦门市在外来员工社会保障的制度建设、项目实施及技术手段上一直敢于先行先试,从保险种类、缴费比例等方面不断缩小外来员工与本市户籍职工社会保障待遇的差距,形成了独具特色的“厦门模式”。本文从四个方面概括了“厦门模式”的特点,并结合统计数据对其实施成效作了分析,最后提出相应的政策建议。
As one of the first batch of special economic zones in China and one of the leading cities in the economic zone on the west side of the Taiwan Straits, Xiamen City has been daring to pioneer the system construction, project implementation and technical means of social security for migrant workers continuously and continuously from the aspects of types of insurance and contribution rates Narrowing the gap between the social security benefits for migrant workers and the registered permanent residents in this Municipality and forming a unique “Xiamen model.” This article summarizes the characteristics of “Xiamen Pattern ” from four aspects, and analyzes the implementation effect of the “Xiamen Pattern ” based on the statistical data. Finally, the corresponding policy recommendations are put forward.
