我国医疗保障制度中的药品谈判机制,是为解决老百姓“看病贵”问题的探索性政策之一。但是,它关注的不应是药品价格的降低幅度,而是药品总费用以及费用的分担方式。本文从药品费用的分担方式出发,明确界定了药品谈判机制的内容和主体,设计出一套与我国现有体制相协调的药品谈判框架,以期合理医药价格形成机制,发挥医疗保障对药品费用的制约作用,满足群众的用药需求。
The drug negotiation mechanism in China’s medical security system is one of the exploratory policies to solve the problem of people being overwhelmed by medical expenses. However, it should not focus on the reduction of drug prices, but on the total cost of medicines and how they are shared. Based on the sharing of drug costs, this paper clearly defines the content and main body of the drug negotiation mechanism, designs a set of drug negotiation framework that is compatible with the existing system of our country, in order to rationalize the mechanism of drug price formation, Constraints, to meet the needs of the masses medication.
